The angle is a cone based on your camera. To OP, what's probably happening is your angle on the d-scan is set wrong. Cloaked ships never ever show up on other peoples' clients until they are decloaked, no matter what. Wrong! The Direct scan will pick up cloaked ships, too. Can DScan fail though? Is it possible, for something to be in range (a ship for example) and not get picked up?
